Vice is actually a clone of Jake made in a lab accident. Vice shares Jake's ability to use hypnosis, however he doesn't share Jake's friendly attitude. Vice joins up with Slaves International to get girls, money, girls, power, girls, and revenge for Jake stopping him from turning his friends into his own personal slaves when Vice was first created.

As Vice is Jake's clone he has the same hypnotic abilities.
Eyes - Vice focuses energy into his eyes causing them to glow. His eyes become difficult to look away from and eventually lulls the person into a hypnotic trance. Victims tend to become blank, docile and suggestable willing to do what is requested of them.
Pendant - Vice focuses energy into a pendant causing it to glow. The pendant does not need to be in motion for the induction to work once it has begun glowing but it does not hinder the induction. Victims tend to become blank, docile and suggestable willing to do what is requested of them.
Contact - While he has not displayed the ability his nature as Jake's clone does mean its probably that he also has this ability. Presumably it functions the same as Jake's.
